Quick question about the board, bans etc

I tried to look this up myself so as not to introduce a non-football topic but I can’t find any answers.
Are there certain members on the Rant that can (and do) ban members? Is Ice Cold one of them? Who chooses such individuals. Just curious. Someone please explain.
