Functionality Suggestion - View Up/Down Vote Users

We, the people of TD.com, would like to be able to see upvote and downvote users. Hover over the icon and view users, similar to Facebook likes. Thank you in advance

I switched my upvote to a downvote. Yes, you can do that apparently. What is the argument against not having this? It would be a very easy feature enhancement. I know this site is .NET based ( 
) but I can still code it up in just a few hours I'm sure
