There's a lot of pre-made website templates available on the internet for a reasonable price. What would also be a reasonable fee for someone to customize one of these with my content (no e-commerce)?

By "customize with your content" I assume you mean just plugging your content into the template, without customizing the template itself. If so, you can probably find a friend to do it for free. Hell, I could do it for you if you provide the template and the content and don't mind waiting. Also, do you have hosting lined up already?

Thanks, but I don't mind paying someone for work. I have several domain names at GoDaddy and I'd probably just want to use their hosting service. Also, I have some static images I need to replace some of the stock photography stuff, add links to manufacturers, add .pdf documents and provide an online form to recover .xml data.

I'm not sure what you mean by a form to recover xml data, but the rest of it (swapping images, adding links and pdf documents) is easy enough.

This form.. will it be filled out by the users and then presented to you in xml format?

As far as the .xml data, I'm strictly referring to form data capture, such as registration, request for information, things like that.
