“Practice” brand name balls.

Are cosmetic blems the only difference from them and regular new balls?

For Titleist, yes.

From Titleist, if they're stamped "practice" they only have cosmetic flaws and are legal for tournament play. If they're stamped "x-out" they do not meet spec for weight or roundness and are not legal for tournament.

Taylor Made TP5 also has practice balls. Same go for them?

Depends.

Some range balls are “limited flight,” especially if range is a shorter, smaller area.

Yes, Taylor Made is strictly cosmetics.
