I used to chip with 9i and use a putting motion. Sometimes still do this for short greenside chips.
My usual method is feet close together, slightly open stance, pressure on the left foot, very slight shaft lean, straight back easy swing and follow through.
One thing that helped, and I stole this from Meandmygolf YouTube channel, is to act like your putting a sword into your belt on the follow through. Hard to describe and I'm having trouble finding the video, but it keeps me from squeezing the club on the downswing/follow through and has really improved my chipping. Stopped me from flipping and jamming the club into the ground. I also hover the clubhead before swinging to keep my hands loose.

I usually hit it either too hard or i'm scared that i'll hit it too hard and i'll barely hit the ball.
That's easyto fix. Go find a short game practice area and just keep hitting from various distances until you find out how far you need to take your backswing for each distance. Think of yourself as a machine and less like an artist. "Touch" is more about correctly determining what you need to do and then executing it than "feeling" your shot as you swing, if that makes any sense. Before you chip, decide how far you're going to take your backswing then commit to it 100%. Don't even think about the potential result once you start your swing.

just looking to see how I can take atleast 2 strokes off every hole.
If you ever find that trick, write it down and start selling it. Hell, I'd be happy taking 2 strokes off 3 holes in a round.
A 36 stroke improvement on your score?

I'm not the best ... and it was a little exaggeration

Do the towel drill where you place a towel under both arms and keep the hands and butt of the club ahead of the ball throughout the chip shot by rotating the shoulders back and then through impact - slightly open stance with 60/40 weight distribution on left side for a right- hander. The towel needs do stay tucked under your arms - otherwise you've allowed your arms to come unhinged and you're likely to jab at the ball and allow your club face to shut down rather than maintain it's loft and proper bounce with the wedge. Practice first some short shots then progress to longer chips - hit 200 chips per day for a few days and the tempo and feel will become routine and less mechanical - soon you'll be able to have confidence to open the blade on some more delicate flop shots and apply a cocked wrist with otherwise similar rotation of the shoulders but releasing the hands more so than on the standard chip.

You don't know. That guy may be shooting in the 130s. Chipping and putting may get him down to 90

Get golf sized wiffle balls. Walmart sells4 box of 12 practice balls for $1.69.
Practice chipping more than twice a month. Have someone who can chip watch you pratice once a month. Feedback and practice = improvement.
Coach + time playing.
