Yep. You have to get X amount of kills while having Armor/Stealth equipped to level up the perk you currently have.
I'll bust out the strategy guide later to see what unlocks what.
ETA: The guide just says they are unlocked by fulfilling specific requirements. I'm assuming that's kills in most cases but could be other stuff too. I basically just paid for the guide. Got Crysis and the guide for $20.02 after trade-ins. Carnage got it for like 70 cents after trading in Black Ops and Homefront. I want to go to his GameStop...

she dumped him 2 years ago. then a year ago he went to jail for some serious shite too. he'll be locked up for another 8.

i know i know. she's cleaned up ever since tho.
