The same reason ports are typically better on the PC - higher resolutions, higher texture resolutions, better shader throughput, etc.

All of the information pertaining to the core hardware of both systems has been confirmed, aside from extreme subtleties, such as the exact clock speed of the PS4/One's CPU, among others...

So then my question is how do we know the PS4's is so much better since now when I look at it most are saying unofficial or unconfirmed. Maybe I'm looking too hard

The PS4 will be more powerful with what we know so far.
The Xbox will be able to to a lot of the computing in the cloud from day one though so the differnece might not be as bad as people are making it out to be.
Let's not also forget that it took a good 4 to 5 years for devs to really max out the current gens. Every year the graphics for games on these consoles has improved which is amazing given the limited computing power.
Both of the new systems will be good for a while especially with being able to do a lot of the computing in the cloud.
