Time travel my friend. I'm sure they had it in halo days. he basically said frick this shite. Master chief gets the sweet arse gear to wear in battle and once again the government fricks the black man and sticks him with nothing. So he went back in time to the only period when a black man was president. I don't blame him. Hope this answers your question.
