Take him off-world. Everybody assumes that a Supes game would have to take place on earth, but in the comics, he was constantly leaving earth to take care of bidness elsewhere (and exactly why we got one of my favorite characters: Lobo.) Superman has met forces that were actually strong enough to kill him. There's no shortage of script material.

Superman doesn't always have to win his battles via brute strength. Some sort of tactics should be involved for certain missions.
There could also be some stealth elements to it for parts where he might need to protect his Clark Kent identity.
Maybe a portion in his younger days in Smallville where he happens to be at a bank robbery and needs to sneak to spots to stop the robbers w/o anyone seeing him do it.

You could make him completely untethered but you would have to do things in a manner that didn’t result in civilian casualties when playing on earth. Too much of that would obviously lead to him being viewed less favorably and eventually feared. He’s by far my favorite superhero so I’d love a good game.
