My 5 year old isn't a gamer or anything-so nothing too technical, but i see it connects to the Internet. Can I put Netflix on it like the wii? Buy games online?
I'm dumb at Nintendo.

You can put Netflix on it, and you can download games - just not retail boxed 3DS games. You can get Nintendo, Super Nintendo, Nintendo 64, and GameBoy games, as well as smaller, almost "app"-like games made for the 3DS.
Also has a camera.

No matter how advanced we get, nothing will top my love for my original grey brick of a Game Boy

Actually, you can. There is a small selection of retail games you can download right now, and Nintendo will be releasing all of their 1st party games digitally moving forward. I downloaded New Super Mario Bros. 2 and Professor Layton & the Miracle Mask from the eShop.

The Virtual Console systems available right now are Gameboy, Gameboy Color, NES, and Sega Gamegear. GBA is rumored be available on the VC soon. Original eShop indie games are also available.

Do you have to pay for all of those games or just blocks?

Oops
In my defense, I just assumed it was the same as the Wii VC plus the Game Boy games. Never played around with it much.
Apologies for the misinformation

Not sure what you're referring to with 'blocks', but yep, you have to pay for them
