yes its just a screen grab from the trailer, but he is saying that the trailer is either CGI or built on a maxed out PC.
ETA:
I don't doubt the power of the PC and the awesomeness of DICE, but that looks a little too good not to be CGI. I'll bow down to DICE if it isn't

Yeah, what taylor's saying. That looks way too good to be a console build of a game, even in 1080p and on Toula's 3D pimpTV.

The more I read, the more I see it saying its actual gameplay....

This quality isn't nearly as good as the "gameplay" trailer, so now I really just don't know.

I don't doubt they're going to demo the game in a way that makes it look the best, so I always assumed this was all PC footage. if this were a console build I'd shite.

I find it quite laughable that some people in this thread think EA/DICE are the 1st people to use maxed out PC CGI to push the early hype of a game.
