I would try deleting and redownloading the dynasty file.

Hey sorry, can't play tonight obviously, but tomorrow I should be fine. I will probably get off of work no later than around 3. Then I'll be available for most of the night

I've looked around online to find possible fixes and it seems like it's a widespread issue that has lasted quite a while.
Some fix that has worked seems to be the handing off of the commish duties to someone temporarily causing them to be able to download the dynasty file, if I understood what I read.
I would ask AUDodger about it as he said he found workarounds when it happened before.

I tried again today... Still no luck...
I also tried to delete online dynasty file and redownload and that didn't work...

Well Texas is on auto-pilot, so there's really just 11. And so far only 2 have played their game: me (Wisconsin) and Michigan. LSU has a bye, but that's the commish and he hasn't seen the issue yet according to his posts on here.
