Is it possible to both game off the same steam library at the same time?

No. I don't think you can play at same time on the same account. I haven't figured out how if possible.
Steam Deck is nice but I don't use it nearly as much as I thought I would for whatever that's worth. The dock is nice and its a mid-ish range level on current specs and performance.
I didnt buy any consoles this gen outside a series S. Figured I would spend the money on the Steam Deck. I like it but I just dont have the "need" for it at this point in my life.
ETA: I do like that you can install windows alongside the SteamOS. I didnt realize that when I purchased.

for $549, which is one of the cheapest prices for PC handhelds, you get
- 90 Hz Oled screen
- SteamOS installed out of the box (outperforms Windows performance in a lot of games)
- Easy access and setup for game emulation.
- Valve customer support should you need it
It's weaker than a lot of the other branded handhelds with better chips, but lossless scaling frame generation now works on the steam deck so boosting to hire frames with frame gen narrows the gap consideratbly.
It's just the best value really.

If not, I assume you could create a second account, add it to your “family”, and as long as you aren’t playing the same game, you should be good.

I didn't know that was possible.
So my family then would have access to the same library?

Yep yep. And don’t feel left out; this launched in September, so it’s still relatively new.
