Someone please help me with Ultimate General/ fighting with CSA

I usually retreat at Antietam, and I just can't seem to win Chickamauga. Chickamauga it seems even if I can win, my army is destroyed. My strategy is to win Cold Harbor as I need good morale going into Washington. Best I can do is draw, I can hold all objectives and capture the objectives needed, but never w/o losing 40% of my force which causes a draw.
I know the game scales, so if you make your army big, then the Union will do the same. I keep my biggest forces at around 1,500, and have 4 Corps. I have politics, economy, and medicine either maxed or near maxed. I've tried taking WAshington with 5 corps's and it didn't help, that 5th corps is so bad it's hysterical.
I assume winning Cold Harbor is basically a must to eventually win Washington? Should I add more troops to regiments instead of 1,500 or will that just make the Union scale up and it be irrelevant? Any help with CH and W would be appreciated.
FWIW I've won the entire game with Union, I"m playing on basic level and struggling. No idea how some win on Brigadier General level with CSA.

Don’t be maxing stuff out. It sounds nice but vary it around. You need to have a complete army. It’s been a couple of years since I played the game so I can’t give to much specifics but I did beat it.
Also, I think your misunderstanding the scaling.

I finally won. Chickamauga is a bitch, Cold Harbor was easy if you actually flank and attack them instead of playing D the entire time. I finally quit worrying about great fighters and just focused on number of troops which helped with DC. Went into DC with good morale for the first time.
