Actually, there is at least some truth to this. I remember getting underclassmen players who declared earlier. Not sure if they removed the seniors, tho.
Their previous release date was earlier than June(?), so that could play into the players declaring earlier. Obviously, the player attributes will go into the year before.
Of course, I'd imagine this will be fixed by a day 1 patch.
