1. Does a subscription stick with the PSN account? Will one subscription handle both a PS4 and a PS3 (using the same account) simultaneously?
2. Will access to PS+ free downloads remain after the subscription is expired?

1) yes. As long as it's the same account you can use it on ps3 and ps4 simultaneously.
2) the game stays downloaded. You just can't play it again until you get playstation plus again. say you have it for 6 months, then go without it for 6 months then come back. You'd stull have and be able to play any game from the first 6 months. But any game released for free while you didn't have it you won't have access to.

I'm sure you know this, but you do have to remember to actually download the free PS plus games while you have the subscription.
For example, if you have a PS plus subscription for January and the free PS plus game for January is skyrim, if you don't download skyrim while you have the subscription you won't be able to get it for free after the month is over.

You don't have to download it. As long as you add it to your library you can download it later for free still.

Would never happen unless a cheap indy title developed by 3 guys also has the name "Skyrim."
