Correct, I would still have TL as the #2 or #3 team in the world at the moment (#2 following MSI finals).
C9 and TSM look bad yes.

You do realize that this game evolves right? The Meta changes and you cant use results from several patches ago where half the picks used arent even picked anymore.

Meta really hasn't changed much at all, Riot has said this is intentional for summer and leading up to Worlds.

Correct.
I expect TL to finish #1 in NA, win summer finals and be a #1 seed at Worlds. Expect them to then make at least semifinals as a top 4 team aka C9 last year (although I think this TL team can be and is better than that C9 squad so hopefully finals).

#1 seed for Worlds? I don't think NA gets a 1 seed even after the MSI results unless I read it wrong.
The #1 NA team will still be a 2 seed at Worlds.
Maybe not though I didn't look too much into it.
