Relic shield, potions, yellow trinket.
Get sightstone at 800 gold always.
After that, it depends. Sometimes I like to upgrade my relic shield, or go for upgraded boots (either ninja tabi or boots of mobility).
If you mean which abilities should you put points in:
Go: Q,E,W
After that, alternate, putting a point in W everytime you can first, then Q then E last (once you can start leveling up your R (ult), do that first whenever you have the option.

No. Bot lane will always have 2 champions (ADC and support). There is the case of lane swapping, but that rarely happens, if ever, in solo queue.
Add me, rocklobster85, I will go bot lane with you so you can practice.

Since we've had a couple of new players swing by recently, would it be a good idea to add everyone's smurf next to their name? (or even create a second section on the OP with everyone's smurf?)
Would make it easier for everyone to help out the new guys in game.

Not sure, but when I searched, this seemed to work for a lot of people.
