I applied in one of the universes. Who owns the universe? The game itself or is it user created? How long does it take to get accepted?

Nah, I'm not a bot. The screenshots just aren't filled out yet.
the worlds are all system generated. It's open world multiplayer, with 3 worlds : alfa, bravo, charlie
alfa seems to be the world other users are gravitating towards, it's got the most people in it, it's what i'd recommend, however it isn't hiring for a few weeks.
in the meantime I'd also put in job apps in other worlds, ones which are hiring right now, so you can get a feel for the game. Bravo world is hiring now.
