Yes but it's very much a game where you need to make your own fun because it doesn't have much in the way at all of an actual campaign.
The gameplay is really fun though.

No campaign? Too bad. I liked the new Doom's and new Shadow Warrior's campaigns. Was hoping this would have a good one too, but then neither id nor flying wild hog made this

No, there is a campaign but it goes like this.
After the introductory mission where you get a suite that gives you your special powers you are tasks to set out upon the wasteland to find and talk to three people. Each person will give you One mission then you have to raise your "notoriety" to level 5 before they will talk to you again.
This is actually pretty easy, and you might even already be at level 5 before even talking to some of the NPCs. The activities across the open world are all color coded: Light Blue, Yellow, and Pink depending on whose rep that activity increases.
After you get to level 5, you do one more mission for each person then you do the final mission, and that's it.
Now when you increase your "notoriety" with the NPCs I mentioned, you do unlock new abilities and whatnot that they can craft for you which expand your options in and out of combat.
There are cities to explore with merchants to buy stuff from, but the merchants all seem to sell the same stuff (ammo), and the NPCs just put waypoints on your map that you may or may not have already discovered yourself.
It's really a game of driving your batmobile thing to an enemy outpost, killing everyone, looting all the things, upgrading your character, then doing it again.
The solid shooting mechanics make it fun, but there's not much of a reason to doing any of it beyond just for the fun of it all.

This game is mediocre and plagued by audio issues. The shooting mechanics are sound enough but it just feels dull. And if the cannons on my vehicle start one more goddamned endless audio loop, I’m chucking my Xbox off the fricking balcony.

That's a shame, too many companies have promising games then just half arse them.

I hope it is. I plan on picking it up this summer.
