No, and those numbers are usually bullshite, requiring a display overdrive setting that makes the screen blur and ghost like crazy. Monitor advertising numbers border on useless. If you’re shopping blind, you need to look at reviews at places like TFTCentral or a handful of you tubers that do a good job on the technical side.

That's the young kids saying that it's not good
I have an ultra wide as my secondary top monitor, but no way in hell would I ever play in 32:9 or whatever aspect ratio that is

32:9 is generally called the utterly absurd "ultra ultra wide". As a general rule, "ultra wide" is 21:9.
While 32:9 has some theoretical place in gaming, in my opinion, the trade offs (particularly distortion on the screen edges) aren't worth it. On the contrary, I'm waiting for someone to change my mind that a 34" 3440x1440 144hz monitor isn't the sweetest of sweet spots for all but the most competitive of competitive gaming.
As someone who has an incredibly high end gaming desktop sitting next to me and this sitting in front of me: LINK
If I were forced to start making trade offs, I would be willing to significantly nerf my horsepower to keep my monitor.

This got garbled, but I think you're asking if you have to have Gsync for an RTX 3060?
As a general rule, buying a Freesync/"Gsync compatible" monitor is all you need, and that will work with your card. My monitor isn't technically Gsync, but it works like a charm with both my previous 3070 as well as my current 3080.

Variable refresh rate should work with any Freesync monitor, whether certified as gsync compatible or not. There are some rare exceptions, which is why good tech heavy reviews are important.
Eta: my monitor isn’t certified gsync compatible, but VRR still works fine with my RTX 3000 cards.

Price point is very important in monitors. It's really hard to give advice or input outside of a known price point.

Im just totally lost lol I just want a good gaming monitor thats has nice black levels and color contrast for 3-350 bucks

At that price point, you would be straining to get a decent 3440x1440, so getting a solid 1440p would probably be your best tack.
