Depends on the game really. OP in some of his early appearances, underpowered in most of the VS. games and non-SF specific games.

I don't know if it's that he is overpowered, or the fact that he has a massive set of moves. I may be wrong but Akuma appears to have the most special moves at his disposal.

He was OP early because he had incredible priority. His moves are just copies of other characters really, but he had speed, power, and most of the early cancel strategies worked well with him.

I always thought Sagat had the best overall kit. That's probably pure opinion though.
