They only started this a couple of years ago. Considering the number of video games there are, it's going to take them forever to include all of those worthy of "hall of fame" status if they just induct 4-6 per year.

As an above poster stated, it will take awhile.
They also probably want to do a mix of classic and newer games to keep multiple generations interested.
Lastly, it doesn't hurt to manufacture controversy for PR. See this thread as an example
