restarts you from the very beginning after each playthrough.
no such thing as true free roam, I'm afraid.
closest thing would be holding off on playing the prison, since that'd be a point of no return. however, some areas will be inaccessible after playing them (supermarket, city hall).

for all intents and purposes, you can free roam. there are restrictions, as stated above.
if they intend to open up all areas for aimless roaming, it'd better be in a patch and not DLC which costs $$$.

saw a couple of things listed under extras. play around in the menu and you can see what I'm talking about...
can't remember the names, but one of the titles suggests that there might be a new story portion with a different cast of characters.
there's also supposed to be a horde mode of some sort coming out later. I was supposed to get a free code for preordering the game from gamestop, but the frickers shafted me.

You said your level carries over though?
What about trophy progress items, for example Personal ID, Facts and "Kill X amount of zombies with guns" stats?

it would appear that a lot of the stats get tracked from playthrough to playthrough. hell, from character to character. it's tied to your gamertag more than it is to any one playthrough, as far as I can tell...
the new game plus feature was a little weird at first. I didn't keep my mods initially, but now I've got them all. Jin lost all my shite I'd stowed away in her box and now she's got it back again. I blame this on general bugginess. the patch seemed to help with some of that. You retain your level. any weapons, mods, money, etc.
