Bought AC Black Flag for Xbox. Kenway's fleet on Ubisoft says not online. Help?

Decided to spend 20 on a hard copy of AC:BF instead of dropping Waaaay Too much on Skull and Bones for half the fun.
Remembered the mini game where you build a fleet and battle and do missions, but when I got to the part that unlocks it and go to open it up it says Ubisoft whatever is not online.
Did they kill this part? It lets me add ships to my fleet but I can't do the missions or minigame.
Do I need to do something to unlock it or whatever? I have an Ubisoft account, i unlinked it and relinked but still no dice.
Game is still amazing without it but I liked that option too.
Any ideas?

Don’t know but great game. Just go hunt white whales that’s the best part of the game for me

White whales don't spawn with the uplay being offline

I just did another play through a week ago. My old fleet was still chugging along on PlayStation. But while I was playing, there were times I got the Ubisoft disconnect thing. Figured they're just old, half-maintained servers at this point.
