That happened to me and finch every now and then, but it wasn't much.
So how many times have you went to aim and threw out your turret?
Find a decent shield with a good recharge rate. Always check the vending machines for the daily deals. Even if the weapon/mod/shield is a few levels ahead of you, you won't find anything that matches it by the time you level up. Help claptraps - the increased storage is well worth the minor inconvenience. I'm sure there are other PROTIPS I'm leaving out...

I did it the whole fricking time I played Borderlands. And it was always at the worst times...one enemey at first, then 20 more show up when the turret disappears.

So how do I conserve bullets? I'm slashing and stabbing my way to victory but when a goddamn level one billion skag shows up with his pissed off retarded nephews I seem to deplete my entire armament.

Loot is everywhere. There will be ammo drops when you kill something and ammo crates all over the place. At first it's rough, but as long as you pick up all the money you see, you can replenish at the vending machines. Also, I think the Soldier has a mod eventually that will slowly regen ammo in the party.
But yeah, at first, you'll be going through every weapon you have and running out of ammo occasionally.

I really don't remember having that problem. Make sure you're looking for ammo and picking up everything enemies drop. There are plenty of piles, mailboxes, crates, and other random places to get ammo. Worst-case, buy some. And buy at least one storage upgrade for your weapons. That will come in handy until you start regenerating ammo.
