Due to the limitations on the mobo you might be best served by just saving up a little longer to get a new machine with at least an i7, NVME M.2 SSD and maybe an NVidia RTX 2060 (6GB).
Going within your restictions though, up the video card to the 2060 (around $350) and bumping up your RAM to 16Gb (and faster speed, no idea what speed your RAM is).
Initially I was going to suggest an NVME, but it doesn't look like your board supports it.

That's the exception though. 1080 Ti was only $700. The 980 Ti was only $650.

That price range is dead and gone with the RTX line. 2080 TI is 1200 which is the 1080ti successor.
A 1660ti is 280 which isn't much less than the RTX 2060. It's the low end of the line so it's the budget line.

280-350 is the budget lineup.
I'm not saying it's cheap. I'm saying it's the budget option in new cards.
I guess you can technically say the $350 isn't the budget because it's not the lowest but it is on the lower side.

Except the 1650 is coming out next month for $180. That's the budget option.
Nvidia went full potato with 2080 Ti pricing. The 1080 Ti was only $50 more than the 980 Ti and it was launched at the same price ($700) as the 780 Ti.

I was still rocking a Core 2 Duo E8400 with a GTX 260 and Windows XP until a couple of years ago.
