I worked in Restaurants through HS and college and this is almost never true. Sure occasionally, but any good restaurant only serves food at a certain caliber, so they run specials to sell out of something before it gets below their point of being acceptable. But that doesn't mean its going bad.

More often than not, restaurants run specials because their distributor got something in they don't normally, the chef routinely runs specials, or the chef wants to try something new out.
