When a distributor says a bourbon is "allocated" I take that to mean shortage/currently in low supply. Is that correct?

It simply means there isnt very much of it to go around. Sometimes allocations are temporary, sometimes they are permanent. Typically all of your limited releases are allocated.

I bought a bottle of last years WT Tradition 14 Year. It was amazing. I got that bottle for $75. For $125 I may pass.
