I originally didn’t see it either, but there’s a separate recipe for peas and rice that has coconut milk as an ingredient.
You could add coconut milk or cream to the oxtail mix, it’ll still taste good.

There was a Caribbean restaurant near my old office that we frequented. I got to know the owner a bit and told her I was going to make oxtail stew. She gave me some pointers and one was to be sure and include some coconut milk. I had made it before without that ingredient and it was good, but I thought it was much better with the coconut milk. She was from Trinidad, which has some Indian influence in their cuisine.
Note too that oxtails have a lot of fat. I like to cook it ahead of time, let it cool overnight, then skim off the excess fat.
