It's been a year or so, but yes it is a new change and I think people just aren't aware.
While there are still issues with it (people loop all the way around only to find there are no spots on that side and they have to get back onto Highland), it was a smart decision IMO. That lot had too many people coming and going at the same time, which would hold up Highland Rd. with people trying to turn in.
I only go for to-go crawfish so I'm never there long, so I just park at the gas station and make the walk over. Worth it to not deal with parking lot mess.
