Requires no automation.
It's still an interpretation that didn't have to be made. They didn't manufacture the beer. They only put it in a container and sealed it. The crowler is not automated. It's semi-automated, at best. The bartender still has to manually fill the can, put the lid on it, and then set the can/lid into the machine that seals it. The only part that might be considered automating is the part where the machine attaches the lid.
A reasonable person could see that there is no functional difference between the two methods of packaging beer to go.
I agree that the people who made the decision to ban crowlers are goons.

What I think is even dumber is that they banned it in the first place... I agree with BMoney. Some government yahoos are trying to justify their jobs, and they are doing shite like this.

The distributors and big brewers are usually behind these stupid regulations that stifle the ability of smaller brewers to compete.
Florida just this year legalized 64 oz. growlers. Now you could buy as many 32 oz. as you wanted, or even a gallon, but NOT 64 oz., which is the most popular around the country. Stupid, right? Yet it took years of effort to get it through the legislature.
Here is a bit from an article about the new law:
The small government, less regulation politicians in even red states like TX show their hypocrisy when Big Beer puts a few bucks in their pockets. They then become perfectly willing to over-regulate and screw small business owners.

Big Beer is trying to undermine craft beer in other states as well. To fight back, three Texas craft brewers and the Institute for Justice filed a lawsuit to vindicate their “property rights and economic liberty rights under the Texas Constitution.”
Craft brewers should not have to contend with crony capitalism. But victories, like Florida’s elimination of the growler ban, are glimmers of hope in that battle.
