I get it, but there will be plenty of people with deep pockets ready to open up the NOLA food & drink scene when the time is right.
ETA: The hot spots will be snatched up well before the recovery is even here. Some will risk burn through in the downswing with the hopes to recoup when it recovers.

Good lord yes on both counts.
Boot Pizza has been both excellent and horrible, like some sine curve of restaurant potential, over the last 30 years. It could easily be good again. I ate many a lunchtime slice sold thru the sidewalk window after degreasing it with a few napkins. For a while, Loyola had an outpost of Slice, but it didn't last. There is MidCity pizza on Claiborne, but it's too far from the campus core to catch hungry people in the middle of the day.
I dunno if the Lowerline/Freret location has sufficient visibility to catch lazy undergraduates. You need a small footprint and low rent to make a slice shop work in that area. Kinda like the Bayou Hot Wings setup--a few spots at a standup counter, and a lot of to-go business.

Yeah, I think right after the Summer is over is the time to pounce. Business for places will be at an all time low and a ton of places are going to go under. That's just the reality.
Fall/Winter things may start to pick back up, and when we start seeing news about the results of a cure like Regeneron is working on or the vaccines, travel will start to increase again.
You'll have to be able to weather things out a bit until Spring when it should kick back into high gear.

Go for it.
I guess my $0.02 is to focus on solid restaurant business strategy, regardless of a pandemic. You won't be operating in a pandemic, and there's always turnover in the NOLA restaurant & bar scene. And getting into the game too early, to get the jump on others, is a good way to lose a lot of money if you don't have experience with this.
