Chuck roast for 10 hours in a crock pot should be debris. One of two things are happening. Either your crockpot is broken and cooking well under temp, or you didnt get a chuck roast.

Sometimes you just get a bad cut of meat and it will never get tender. I usually buy choice.
4-5 hours at 250-300 should do it. I cook a chuck or shoulder several times a month. It's always falling apart. I did a whole pork picnic like this last weekend and it was falling off the bone.
