Chinese Foodies, How can I re-create this presentation?

Menu item says "Minced beef and veggies with pan fried rice stick noodles".

I've searched for those terms but nothing shows up similar to this presentation. Anyone have an idea, or do I just throw rice noodles in oil and pray?

Looks like they probably blanched the rice noodles in boiling water, strained them, then pressed them into a hot wok with some oil in it to crisp them up on one side, then transferred the mass and flipped it crispy side up onto a pot pie type beef stew, then cut it open in a star pattern

It was connected, like a calzone that was cut open, if that changes anything

There is an Italian dish similar to this made with spaghetti- forgetting the name. Inside of it consists of meat, cheese and tomato gravy. It’s cut like a pie and served. Your request is the same principle.
