When i worked in that area, lunch during the week was always pretty crowded. The problem, is that there is little parking. I know the concept is eventually for government to be geared more towards foot traffic/bikers, but Baton Rouge isn't that kind of city. You can't force people to walk/bike somewhere. People will just end up avoiding that area because of the hassle.

Gov't Taco is really good
It had a nice crowd the Sat I went

Problem is most people have to drive to the location

To thrive you definitely need an area with a better walk up crowd, it might have been a good fit somewhere like Perkins Rowe or maybe closer to LSU

The auction house is packed everyday for lunch and always seems to have a good crowd on nights and weekends. I enjoy the St. Roch market but never find myself in that part of town.
