Wondering how to make Sig pics

How do some of ya'll make them?
Is there a program?
I wanna make myself something new and not sure how to do it.

I want

on one side with TDUECEN in middle and



on other side. I am trying to figure out how to do it but not sure what I need to download to make it. I think I can make banner but it looks like crap.



I have tried going through power point that I have on this computer and no luck yet. Not even the free banner makers work well since you can not add pictures. I still have had no luck learning how to work on photo shop.
