Here are the transparent layers (objects) used:
1) golf cart position left
2) golf cart position right
3) lady position left
4) lady position right
5) tiger lower body
6) tiger upper leg rotated out from the top of the knee
7) tiger upper body
8) tiger upper body rotated out from the top of his head
Here are the layers used for the animation frames:
Frame 1 - 'In'
Layers 2, 4, 5, 7
Frame 2 - 'Out'
Layers 1, 3, 5, 6, 8
Just make sure your layers a ordered correctly and clean up any weird edges/joins and you are good to go.
Does that answer you question? If not, just let me know where you need more detail and I will provide it.

Oh so you don't merge those layers down? Maybe that's why I got confused. When I open your image in gimp, I only see two layers (that are also your frames). In frame 1 I see background, tiger, granny, golf cart, then in frame two I see a transparent background with parts of tiger, all of granny and the golf cart. I don't see all 8 original layers that you obviously made according to your steps. Maybe that's why my gifs get so big. Every frame has every single layer that I use with minor positioning changes to make the movement. 
Is the (combine) command what makes all other frames use frame 1's background?

You got it. What I described was all the elements to build it. Once I optimize and save it, that all goes away. The second frame you are seeing are only the pixels that are not common for both frames. And yes, when you optimize it the file size will be smaller. Much smaller if there is a lot of background and only small parts of movement like this one.
I always save the original file (non-gif before optimizing) with all the layers/elements too.
Let me know if you need any more info. I will pass on what I know.
