I know nothing about photoshop so asking the experts...
Olympic Rings Replaced with the Obama O with a N in front of each one kind of like this

It's just a shot at his arrogance. He went there thinking his presence would pressure them into giving it to Chicago. He is the first POTUS to ever make a pitch to land the Olympics, and it still failed. All of his followers think he is so great it was a lock, yet it still failed.
