I Need Some Photoshop Advice

A friend of mine shopped this photo of my youngest daughter. She basically took the background out and made everything except her eyes, blurry.
How did she do this? I have PS on my computer no, so I want to try and do it myself with the third picture (my other daughter).
I don't want anyone here to do it. These pictures are quite large. They are reduced to fit on this board.

There's a variety of ways to do this... what I would do is a simple mask and then a feathering around the edges... you can even turn down the flow/opacity of the brush near the edges where you want the bluring to start...
then unmask, filter->blur (blur more)
I'd definitely make sure the edging is softer/less intense and it will translate to a smoother transition to the blurring.

Screw it, I suck at this shite. I take great photos, but suck at photoshop.

excellent attempt, I only added a bit more of a vignette to darken/soften the edges...
Use it if you want, you did well for internet tutorial, nice job... don't get discouraged, I've been using shop for YEARS and probably still use it wrong

What do you need this for? I know you said you need it Friday.
Do you notice the blur of the bow edge? You can tell the photo has been manipulated. I'm not sure if you want a more subtle effect. For instance something that draws the focus to your daughter but isn't easily recognizeable as being 'shopped.
If you post a link (instead of image) to the large photo, someone can probably help you out.
Also, it depends on the final goal for file size. For instance, you can make the images smaller but if you are going to have them printed at 300dpi then you don't want to lose resolution.

I didnt come here to get some one to do it, I really wanted to do it myself, but if you want to give it a try, that is fine.

That is the other effect I was trying to get.

Firstly, Add a New layer, then, fill the layer with black (set foreground color, choose black). Then, hide the black layer, click 'elliptical tool' and go to the top to adjust feathering, choose something higher, like 25-35 or so.. play around with it.
Then, circle the area you want to be exposed (i.e. her face)... expose the black layer and select it in the layers tab, hit cmd-x or 'delete' to remove the middle selection, exposing her face... then, you can cmd+shite+i and invert the selection, and adust bluring (if you want) or adjust the opacity on the entire layer itself...

eta: I'm self-taught in shop, I learned to frick with my buddies when I was bored in the Army... so I know there's probably much easier ways to get it done, but my advice works most of the time, but it's based on the trial/error of like 6 years...

One thing you want to consider is if the image can look altered. If it is for most photogenic, probably not. Here I would change the colors a little, take the skin brightness down a touch and cut the edges. That is the easiest place to see editting. Even with the edges feathered, it is still "above" the blurred background.

you didn't want to feather deeper than that? maybe a slighter opacity on mask brush on edges along with feather..?

Yes, I would have liked to create less of an edge. However, this one of the places that PAINT.net cannot compare with photoshop. I don't have the capability of brush transparency (or even much brush abilities for that matter). This is why I said I would size the image so the edges couldn't be seen. Then it's less obvious the image has been edited and gives a more subtle effect.
