I had time to color the image and clean up most of the lines. While the elements were not originally mine, I can guarantee this is a unique image:

I don't know what software platform you use. In Paint.net, there is a plugin called "Bevel." I would imagine there is something similar in Photoshop as it is much more powerful.
With Bevel, you can select areas of a cartoon image and it will automatically add a low and highlight color of your selection.
That last one I colored, I did manually with a paint bucket and feathering the edges of each color to blend the edge pixels.

My first attempt at Rodrigue's style was for this...
...which I posterized then selected sections and altered the colors.
For these last couple, I used a source image, clone stamped out parts I didn't want (in the fire hydrant pic), modified the hue and upped the saturation (house pic), then used a combination of cutout and poster edges (posterize?) filters to get the look I wanted (same thing for the boots... hat was clip art). The dog itself was hand painted.

Used burn tool to darken the shadows and midtones on backgrounds as well to bring out dark edges closer to Rodrigue's style.

If you find the time, could you try to put a scrub top and a stethescope on him to make a Medical Blue Dog? I'll be moving out of state for my training and I think that would make a really cool avatar and remind me of LA. If no time or want, that's cool too. Just a suggestion

Didn't really look right with a scrub shirt on, so I did the scope as requested as well as the little reflector on a headband thingie....
