Something as complicated as this would take a very long time. Personally I don't think it would be worth it. What do you need the image for?

It's actually pretty close to vector format (or a bitmap version of a vector file). The shadings look like discrete dots. My program does have the ability to capture all that detail unless I did each dot it by hand- a very, very tedious process for such intricate detail.

Thanks, Tim. I think it's a hand drawn picture that was scanned onto a computer. The alumni association that I am an officer of is going to use the logo on shirts we're having made for Alumni weekend this year. I might have to use it as is.

I don't know if the black and white images were hand drawn. If they were, you need to find the original artist. They should have the hardcopy.
You can get a clearer images by changing the scanning properties. If you have a quality scanner (and any print shop will), you can change the scan resolution. Try 300 or 600 dpi if you have that availability. The resulting scanned image will be much higher quality. Also, it will likely be in PDF, a better format than JPEG for printing.
Check with your print shop. Some don't charge an art fee and have the necessary software. It might depend on how bad they need the business or the size of your order. Digital printing could handle that image easily but doesn't look as good as screen printing.
