we're going to vote on weather or not there is a bottom feeder penalty...I assumed we would have one since we do in every other league.

Keeper leagues are different. You ultimately can control how good your team is if you put in the time, thus controlling where you finish. For the most part.
A year to year draft is a crapshoot. What if two or three of your studs get banged up, you have a shitty waiver position so you can't build through FA, or your team flat out sucks, yet you still set your lineup and continue to attempt to get better, but still finish last? That's no reason to pay a penalty IMO.

Fantasy football depends on luck more than any other fantasy game, keeper or not. Bottom feeder just grows the pot and motivates the bottom half of the league.

You draft well, work the waivers, start the right people... what's "lucky" about that? Same as any sport
