I don't see why not. Also, being on the committee doesn't mean you work to make new rules. It just means that you vote on any disputes or interpretations of the existing rules.
The entire league works to make new rules. Which leads me to the other topic that needs to be addressed. The rules suggestions for this offseason are posted in the OP. I dont remember who suggested them though.
