Is this really how this rule should be set up? It basically says if you manipulate it properly you could get 54 starts in a week.

If a maximum has been met or exceeded:
Do nothing.
That team accumulates no stats and gets a loss for the scoring period. If the max has not been met or exceeded at the beginning of a day, stats will accumulate throughout that entire day, even if the max is exceeded, and the team will not lose any stats.
The entire team will stop accumulating stats for the rest of the Scoring Period. If the max has not been met or exceeded at the beginning of a day, stats will accumulate throughout that entire day, even if the max is exceeded.
If a minimum has not been met by end of scoring period (after last game of scoring period is over):
Do nothing.
That team gets a loss for every scoring category for the scoring period.
The team will get a loss for each averaged stat (e.g. Pt/G, Reb/G) for the scoring period.
