I don't believe he can pardon Weiner (or anyone else for that matter) for state crimes. A President can only issue pardons for Federal crimes. To the extent that the NYPD is involved and is pursuing state charges against Huma or Weiner, there's not a damn thing Odumbf*ck can do.
And, why would he be issuing Executive Orders or regulations when they will be withdrawn and revoked the day after he leaves office?
