This is what's called "talking points". These people are instructed to push a certain agenda and to answer with it no matter the question. It us usually done much more artfully than that though.

She is just spitting back "science" because she has been told/advised that "science" should be the answer at this time. But you don't just spit the word back. Politicians, and trained media personnel, are supposed to be able to weave the key word into statements. She is just an idiot or losing it.
