I’m pointing out that the current ideological leader of the RNC wouldnt have been eligible for party leadership under your plan had he been running for Congress.
Excluding people based on state is asinine when there are under 100 strong conservatives in all of DC.

None of them are in Washington, Oregon, California, Colorado, Arizona, New Mexico, Minnesota, Michigan, Wisconsin, Illinois, Pennsylvania, any New England state, New York, Maryland or Virginia...and maybe 3 in Georgia.
