Penalties in preseason

Is this normal or is this some kind of penalty record, so far this preseason. I would love to know the answerto that question.
Dude, seriously, this shite is absolutely out of control. 49ers had 18 flags, just on them ,during the preseason week1 game against Dallas.
This crap is almost impossible to watch, unless you're wanting to watch a specific rookie player or something.
Remember last preseason? Remember how they came up with that new penalty in the off-season last year? it was called "lowering of the head or helmet to initiate contact." everybody was freaking out cuz of how much the refs were calling it, and how easy it was to get called for it. It was getting called on rbs when they lowered there shoulder.
They didn't call it at all in the regular season though, or none that I remember seeing.
Hopefully thats what's going on here. hopefully there just trying to get guys playing cleaner for the regular season. Cuz if it's this bad, during the season ,I'm gonna have a hard time sitting threw some of the games. Especially the games where I don't have a dog in the fight.

Flags are always more prevalent in preseason.
- Refs trying to clean up new calls like you mentioned. These are always less frequently called in regular season.
- 2nd/3rd tier players tend to be less disciplined and incur more penalties. Sloppy football.
First google search pulls up a 2014 article with same preseason complaints.

Yep. And most of those guys have never been in an NFL game before too. It happens every year.

some who are fighting to make the team arent as concerned about the health and career of others.
They can throw guys out more. 15 yards doesnt faze them.

Yeah I am getting tired of the NFL to be honest. I much prefer sports like MMA and Horse Racing where the refs dont control or outright steal the game on a routine basis.
