Not sure how there hasn't been a lemon law implemented for home construction. Cousin laughed at my 70 year old home, then got a 12k bill for his brand new house's windows.

It floods and being closer to plants is not a pro
The reason why nbr is like it is is because the land value is low. Due to flooding potential and it being next to huge industrial facilities.

This was my first thought when I started reading this strange post. It would take about 5 years or so but those "crappy" homes and neighborhoods in NBR would see a massive upswing in value and appearance.
